Campaign: Data for evaluation

The Government can unlock real value in its use of public money if it evaluates policy properly - but first it must collect the right data.

What’s the problem?

Evaluating Government interventions should be a central to the operations of Whitehall. Robust evaluations of public spending can tell us what’s worked and what hasn’t, inform future decision-making and can be used to detect potential harms, such as fraud or waste.

But evaluating policy is tough when there isn’t enough data to tell you what’s going on.

All too often, public spending takes place without the Government commissioning the data it needs to understand impact. This lack of evaluation all contributes to failing policy, extra cost and the Government repeatedly making the same mistakes.

The opportunity

The solution is pretty straightforward: make metrics a requirement. Require plans for operational projects to include consideration of metrics and data, and make programme budget approval conditional on these elements being in place.

This would help the Government get more value for its money, and allow policies and services to improve faster than would otherwise be possible.

Written evidence: Value from Government money

April 2024

We wrote evidence for the Public Account Committee’s inquiry into delivering value from government investment in major projects.

We recommend that budget approval for major projects and programmes be conditional on proper consideration of metrics. Without these metrics, the Government cannot know if its spending was worthwhile.

Briefing: Employment support schemes

January 2023

This briefing calls for the DWP to publish more detailed performance data for its employment support schemes - Restart and the Flexible Support Fund.

£2.5bn is spent annually on employment support schemes, but the lack of performance data makes it hard to identify whether they are working or represent value for money. This briefing recommends a series of inexpensive measures that would help the DWP to better inform its understanding of schemes.

Co-written with the Government’s former anti-corruption champion, John Penrose MP, we submitted evidence to the PAC’s inquiry into Restart - the DWP’s scheme to support the long-term unemployed.

We recommend the DWP should publish better performance data on the scheme, and on the design of future schemes.
